“Bicycle Noleader”
teaches safe riding!
Did you know that the Road Traffic Law in Japan considers bicycles to be a “vehicle” and classifies them as a type of “non-motorized light vehicle?” Since anyone of any age can easily right a bicycle, most people tend to forget this. It is important to be aware of the fact that when riding a bicycle, you are riding on a vehicle and you must ride safely. In this section, our “Bicycle Noleader” mascot introduces you to the basics of safe riding.

Are bikes allowed to

Bicycles are “light vehicles lacking a motor.” The general rule is that they must travel on the roadway.

Where sidewalks and the roadway are clearly separated, then the general rule is that bicycles must travel on the roadway. Bicycles allowed on sidewalks is the exception to the rule.

Imprisonment not to exceed 3 months or a fine not to exceed ¥50,000.

Bicycles are restricted to travelling on the left side of the roadway!

On a roadway where there is no real sidewalk but instead a side strip separated by a solid white line and other markings, bicycles must travel along that side strip on the left side of the roadway in the direction of the traffic.

Punishment
Imprisonment not to exceed 3 months or a fine not to exceed ¥50,000.

Always ride your bicycle on the very left side of the roadway.

Bicycles must travel on the left side of the roadway and not the sidewalk, regardless of the width of the side strip. Be very careful of cars stopped on the road, pools of rain water, and other obstacles and hazards.

Just like cars, bicycles cannot travel on the right side of the roadway!

Bicycles travelling on the right side of the roadway will crash head onto oncoming bicycles travelling in the correct direction. Travelling on the right side may also cause oncoming bicycles travelling in the correct direction to panic and swerve into traffic to avoid crashing into you. Always ride on the left side.

When turning right at intersections, use the “2-Step Right Turn” method!

Regardless of the number of traffic lanes, at intersections with a traffic light bicycles intending to turn right must use the 2-step method, known as the “2-Step Right Turn.” Step 1: Proceed to the corner on the other side of the intersection, do a safety scan of the area around you, then stop. Step 2: When the traffic light changes, proceed with the traffic flow in the direction you intended to travel. It is a traffic violation for bicycles to enter into the right turn lane. It is also very dangerous, so never attempt to do this.

3. “When are bikes allowed to

When road signs indicate that travelling on the sidewalk is permitted.

As a general rule, sidewalks are for the exclusive use of pedestrians, but bicycles may travel on sidewalks when a road sign indicates that it is permitted.

When proceeding along the roadway becomes difficult.

When road or traffic conditions make it extremely difficult to proceed, then bicycles are allowed on the sidewalk.

For example:

■ When road construction or lines of parked vehicles make it difficult to pass on the left side of the road.

■ When there is a risk of hitting cars because there is heavy traffic and the road is narrow.

If you are forced to ride on the sidewalk, the general rule is that you must yield to pedestrians and not put them at any risk of danger. They have the right of way and if it seems you can’t avoid a pedestrian, then you must stop.

“Safety first! What should a cyclist not do when riding their bike?”   Observe all safety rules.

Bicycle riders must not ride after drinking! Never under any circumstances!

Riding a bike while under the influence of alcohol results in impaired concentration and judgment, putting not only the rider but also pedestrians at risk. You must never, ever ride your bike after drinking. Also, you must never offer alcohol to a person you know will be riding a bicycle later.

Don’t use your cell phone while riding!

Talking on a cell phone or looking at a cell phone screen while riding a bike is prohibited.

Don’t use headphones with loud music playing!

Using headphones with the volume turned up high and similar actions while riding a bicycle is prohibited. With your attention on the music, you may be slow in noticing cars and other things and cause an accident.

Don’t ride side by side with another rider

Except where a road sign indicates it is permitted, riding side by side with another bicycle is prohibited as a general rule. You might not be able to avoid hitting a pedestrian or leave a proper amount of space between you and cars or other vehicles on the road and these are dangerous situations. When other bikes are close by, always ride in a line.

Don’t ride without a light!

Always turn on your bike light at night. Without your light on, it makes it less easy for pedestrians and cars to see you and makes riding more dangerous. And even during the daytime, be sure to turn your light on when going through tunnels or other dark areas.

Don’t carry another person on your bike!

Bicycles are only allowed to carry one person. Carrying another person on your bike impairs your balance and increases the distance required to stop safely when you apply the brakes. It simple increases the risk of causing an accident.

Don’t ride one handed!

Riding your bike one handed can be the cause of you pedaling or using the handlebar or applying brakes improperly.

Don’t ignore temporary stops!

When there is a road sign indicating a temporary stop, stop just before the stop line, do a safety scan to the right and left, and then proceed.

“Does a child need to wear a helmet when riding on a bike?”   Children must wear bike helmets.

Always make your child wear a helmet!

Parents and guardians must always make sure that both small children and older children under the age of 13 wear a bike helmet when they ride on a bike. And be sure to select a helmet which fits properly on their head. Finally, ensure they never use a helmet which has already sustained a large shock, as this will reduce its capability to protect their head.
